Some attempts made in beta 12, pending, which may improve things here.

Looking for feedback on Beta 12 to see if this is improved or not? After more research it appears some users have constant precip under cumulus cloud types, despite zero precip being specified, and this may be causing the rain/wet runways. If so, this is an XP issue that will need to be resolved by LR, as cumulus clouds should not be forcing precip with none specified.

hifi-admin: I still have it in B12, still always wet

Mathias Vercauteren: Thanks. Confirmed, it's happening under all cumulus clouds, regardless of source. That gives dataref/region weather all wet runways. An XP12 problem we hope will be resolved soon.

Please provide more information. It's normal for surface of airport to be wet during rain, and if you switch location, the cloud coverage and precip takes time to smooth out (by design) and in this case the wetness may come with you a little to the new location (but dry out quickly as you mentioned). To prevent this, you can always start with a clear wx saved flight situation.

hifi-admin: it’s difficult to explain, just when I launch a flight 2min later the airport has wet tarmac ALL the time for a few minutes and then when it updates again it disappears. Also the surface wind is not good, today I had gusting 136-145kts in the XP map
